Human Rights and fundamental freedoms aren't bureaucratic categories. Law and rules of law alone aren't yet enough guarantees against their violation but the whole civil society is encouraged to watch over adherence to Human Rights and freedoms. We aren't only responsible for that, what we do, but also for that, what we take without objections.
